As shown below, highway projects such as the proposed Eastern Bypass generally follow a five step process: 1) Long Range Planning/Visioning, 2) Corridor and Alignment Studies, 3) Final Design, 4) Right-of-Way Acquisition, and 5) Construction and Operation. The Eastern Bypass is currently in the second step of this process.
